Total funding for civil legal aid falls far short of the statewide need. Funding for civil legal aid has not kept up with Washington’s growing low-income population. The Washington State Supreme Court’s Task Force on Civil Equal Justice determined in 2004 that the Alliance needs an additional $28million per year (over twice the current funding level) to provide critical access to justice for Washington’s poor. This additional funding will ensure that some level of civil legal aid is available for the 140,000 households in Washington that experience an urgent civil legal problem and seek help. Funding is a public-private partnership. The courts, the legislature, the private bar and charitable donors have collaborated to make the promise of “equal justice for all” a reality for all Washingtonians, regardless of income.
